High-level delegation from the Philippines at Collegium Civitas

On June 17-21, Collegium Civitas hosted a delegation from the Philippine Public Safety College (PPSC). The participants of the visit were high-ranking officials of public administration and government agencies responsible for security. The plenary session was attended by the Ambassador of the Republic of the Philippines to Poland, HE Leah Basinang Ruiz, and the Secretary of State in the Ministry of Foreign Affairs, Władysław Teofil Bartoszewski.

The guests from the Philippines were welcomed at Collegium Civitas by the Rector, prof. Stanisław Mocek. During the opening of the visit, a letter from Secretary Mark Llandro Mendoza, Minister of the Cabinet of the President of the Philippines, was read by Mr. Vene Seane T. Aljas from the Presidential Legislative Office. Secretary Mendoza emphasized that the visit can contribute to both deepening existing bilateral cooperation and establishing it in new areas.

The delegation included representatives of President Marcos Jr.’s office, the immigration office, the military, the drug-fighting agency and the biodiversity protection agency, which, among others, prevents smuggling of endangered species. Participants are students of the Master in Public Safety Administration program at PPSC. The Philippine Public Safety College educates police, fire and prison guards and conducts specialized educational programs for high-ranking officials.

During the opening session of the visit, Ambassador Ruiz and Minister Bartoszewski emphasized good cooperation between our countries and promising development prospects.

The main theme of the program was security and cooperation in this area. Participants took part in lectures and workshops conducted by Dr. Katarzyna Maniszewska, Dr. Monika Nowicka, Dr. Paulina Piasecka, Dr. Marcin Terlikowski. Prof. Tomasz Aleksandrowicz, lecturer at the Police Academy in Szczytno and Collegium Civitas talked about the education of the Polish Police. The participants also met with Dr. Marek Jeznach from the Polish Association for National Security.

In cooperation with the Fire University, a visit to the university was organized, where participants met, among others, with Col. Tomasz Zwęgliński, Col. Tomasz Zwęgliński, Assoc. Prof. PhD Fire Eng., Vice-Rector for Education and Students. During meetings at the Fire University, participants learned about the specific nature of education and practical aspects related to the functioning of the university, including the opportunity to see laboratories and the fire brigade unit operating at the university.

During the visit, topics related to Russian aggression against Ukraine, cybersecurity, energy security, hybrid conflicts and the interdependence of threats and the geopolitics of terrorism were discussed.

“The visit is a consequence of the cooperation established in December 2023 between PPSC and Collegium Civitas. We already know that our partners are interested in deepening cooperation and further specialized programs conducted in Poland. We are happy and proud that we can contribute to strengthening cooperation between our countries,” emphasizes Dr. Maniszewska, Vice-Rector for International Relations, Collegium Civitas.
