On Monday, June 17, Collegium Civitas hosted the opening session of the visit by a delegation from the Philippine Public Safety College (PPSC). The participants included high-ranking officials from public administration and government agencies responsible for safety and security. The plenary session on Monday was attended by the Ambassador of the Republic of the Philippines to Poland, Her Excellency Leah B. Ruiz, and the Secretary of State at the Ministry of Foreign Affairs, Prof. Władysław Teofil Bartoszewski.
During the opening session, a letter from Secretary Mark Llandro L. Mendoza, Presidential Adviser on Legislative Affairs and Head of the Presidential Legislative Liaison Office, was read by Mr. Vene Seane T. Aljas from the Presidential Legal Office. Secretary Mendoza emphasized that the visit could deepen existing bilateral cooperation and establish new areas of collaboration. The delegation includes representatives from the Office of President Marcos Jr., the Bureau of Immigration, the military, the anti-narcotics agency, and the biodiversity protection agency, which combats the smuggling of endangered species. The participants are students of the Master in Public Safety Administration program at PPSC. The Philippine Public Safety College trains personnel for the police, fire service, and prison service, and offers specialized educational programs for high-ranking officials.
Professor Stanisław Mocek, the Rector of Collegium Civitas, expressed his satisfaction with hosting the Philippine delegation and exchanging experiences. “I am confident that this visit will strengthen the bonds between Poland and the Philippines,” said Professor Mocek. Ambassador Ruiz and Minister Bartoszewski highlighted the strong cooperation between our countries and the promising prospects for further development.
The study visit focuses on security and cooperation in this field. In the coming days, the delegation will participate in lectures and workshops conducted by experts from our university, including Dr. Katarzyna Maniszewska, Dr. Monika Nowicka, and Dr. Paulina Piasecka. Professor Tomasz Aleksandrowicz , a lecturer at the Police Academy in Szczytno and Collegium Civitas, will discuss the training of the Polish Police. Topics to be covered include the Russian aggression in Ukraine, cyber threats, energy security, hybrid conflicts, the interdependence of security threats, and the geopolitics of terrorism. In cooperation with the Fire Academy, a visit to the Academy will also be organized, where guests will learn about the training of the Polish firefighters, but also will learn more about the role of the Fire Departments, including the Volunteer Fire Departments.
The official events organized by Collegium Civitas for the Philippine delegation will continue until Friday, June 21. This visit follows the cooperation established in December 2023 between PPSC and Collegium Civitas.
