On November 13, Collegium Civitas hosted a distinguished lecture by H.E. Ma. Theresa P. Lazaro, Undersecretary for Bilateral Relations and ASEAN Affairs, Department of Foreign Affairs, Republic of the Philippines. The event was opened by Prof. Stanisław Mocek, Rector of Collegium Civitas, who warmly welcomed the guests, and was conducted by Dr. Katarzyna Maniszewska, Vice-Rector for International Relations.
The lecture, titled “Advancing an Independent Philippine Foreign Policy in Accordance with National Interests,” offered valuable insights into the Philippines’ strategic foreign policy, focusing on three key pillars: national security, economic security, and the protection of Filipinos overseas. Undersecretary Lazaro highlighted the central role of ASEAN as a cornerstone of Philippine diplomacy and discussed pressing regional and global issues, including the South China Sea disputes and the Russia-Ukraine conflict.
During the lecture, Undersecretary Lazaro emphasized the importance of fostering strong partnerships between ASEAN and the European Union. These relations, rooted in shared values of multilateralism and a rules-based international order, open pathways for economic cooperation, sustainable development, and addressing global challenges such as climate change and security concerns.
The event brought together an esteemed audience, including the Ambassadors of ASEAN countries: H.E. Leah Basinang-Ruiz (Philippines), H.E. Dato’ Chitra Devi Ramiah (Malaysia), and H.E. Urasa Mongkolnavin (Thailand), along with representatives from the Polish Ministry of Foreign Affairs, the Polish Institute of International Affairs, and members of the Collegium Civitas community.
Undersecretary Lazaro also highlighted the strong bilateral ties between the Philippines and Poland, showcased through ongoing collaboration in security, defense, maritime issues, agriculture, education, and technology.
This engaging lecture, hosted by Collegium Civitas, provided a deeper understanding of the Philippines’ independent approach to foreign policy and its efforts to promote ASEAN-EU cooperation, a rules-based international order, and sustainable development.
